The situation has quickly deteriorated due to the Covid-19 epidemic, with the county of Suceava having been closed down and its county hospital being put under military administration, with colonel Daniel Derioiu taking command from the former administration. Under poor prior management, 90 of the staff have contracted the disease and soon more doctors and nurses from other parts of the country have started protesting poor working conditions and lack of material resources to conduct their duties, mainly referring to protective gear.

Following the state of emergency decree, measures have taken a step up, and so have infections. According to the latest data, Romania has 1292 confirmed cases, passing the threshold initially established for new measures. The Government has been taking action and currently, a lockdown is in effect, with people being able to leave their homes only to buy groceries, work, tend to the needs of pets or do sports alone.

Monday, March 16th, a state of emergency has been declared in Romania, an event unprecedented since the 1999 miner's uprising. The state of emergency, according to the Constitution, allows for increased power for the Minister for Internal Affairs. This allows for increased power for the Government throughought the state of emergency, to more quickly acquire the necessary materials to fight against the SARS-Cov-2 outbreak. This also provides the Government the right to requisition certain resources and materials as well as buildings. This has already started, with the Government requisitioning the Hexifarma facility used to create biocidal products.

Minutes before the confidence vote in Parliament, Florin Cîțu resigned as nominated Prime Minister. In the context of the Covid-19 outbreak, many have viewed this as an irresponsible act and it will definitely affect PNL in the polls.

Hearings for the Cîțu government were over this week, with 9 positive notices and 7 negative notices. At this time, no party has stated expressly their position to not vote for the government in next week's plenary, on the contrary, the lines are much more clear now. PSD and Pro Romania have already declared their intention to vote against the government investiture, which means 223 votes right from the start are lost to Florin Cîțu. The remaining 10 votes (233 needed to pass or deny him the nomination) can easily be garnered by PSD by negotiations with national minorities or non-inscrits, while PNL will have to contend with PMP's support.
