Special Report on the Government Reshuffle
On Monday, November 19th, 2018, the Executive Committee of PSD (CEx) has met to discuss the Government reshuffle. Following this meeting, PM Viorica Dăncilă announced a series of changes in the current structure of the Government, revealing the proposals for eight ministries.     On November 20th, 2018, president Klaus Iohannis announced that he signed the reshuffle decree that revokes Ministers Vasilescu, Andrușcă, Ivașcu, Cojocaru și Bran and takes note of Minister Fifor’s resignation. At the same time, the following Members of Government were appointed: “Mr. Leș as the Minister of Defense, Mr. Budăi as the Minister of Labour and Social Justice, Mr. Bădălău as Minister of Economy, Mr. Breaz as Minister of Culture and National Identity, Mr. Petrescu as Minister for Communications and Informational Societies, and Mr. Matei as Minister of Youth and Sport”.

Government reshuffle   On Monday, November 19th, 2018, the Executive Committee of PSD is reuniting to discuss the Government reshuffle. Before this meeting, Mihai Fifor, the Minister of Defense has resigned from this position, saying that he wishes to “have more time to get involved in the party”.   After the CEx, the following proposals were made regarding the componence of the Government: for the Ministry of Regional Development, Ilan Laufer is proposed to replace the vice-prime-minister Paul Stanescu; for the Ministry of Transports, Lia Olguța Vasilescu is proposed to replace Lucian Șova, for the Ministry of Labor, MP Marius Budăi is proposed to replace Lia Olguța-Vasilescu, for the Ministry of Defense, MP Gabriel Leș is proposed to replace Mihai Fifor and for the Ministry of Culture, MP Daniel Breaz is proposed to replace George Ivașcu.

Weekly Politics and Policy Report 5 - 12 November, 2018
Resigning Minister for European Affairs   On November 11th, 2018, Victor Negrescu, the Minister for European Affairs, has resigned. After resigning he said that the preparations for the Romanian presidency of the European Council are on schedule, arguing that it takes a national undertake a successful presidency. Before an interim Minister will be nominated, another Government representative has taken over Negrescu’s duties for the time being. PSD mentioned that it will propose a new Minister for European Affairs on Monday, November 12th.   PSD president Liviu Dragnea said that this will not affect the Romanian presidency to the EU Council, given that Negrescu was “not working alone”. Former PM Victor Ponta argued that Victor Negrescu was among the few Ministers prepared for this role and had good connections to the European Union. On the other hand, USR president Dan Barna criticized this decision, stressing that Negrescu has abandoned the country two months before taking over the presidency of the EU Council.

Weekly Politics and Policy Report October 29 - November 5, 2018
On Monday, November 5th 2018 members of PSD has met for a PSD Executive Committee (CEx) meeting. PSD president Liviu Dragnea insisted that this meeting will focus on establishing the leadership of the Financial Supervisory Authority and the National Audiovisual Council. On the other hand, according to the declarations before the CEx, Liviu Dragnea confirmed that the main topic discussed is excluding some members who “negotiated against the interests of this party” from PSD. Indeed, following the meeting the vice-president of PSD Adrian Țuțuianu and MP Marian Neacșu were excluded from PSD for hurting the “stability of the party”. Another CEx meeting is due to take place by the end of this week when PM Viorica Dăncilă will present the evaluation of the Ministers and will discuss the Government reshuffle.

Weekly Policy and Political Report October 22-29, 2018
Consultations between Klaus Iohannis and the political parties On Wednesday, October 24th, 2018, President Klaus Iohannis has met with all political parties that have a sit in the Parliament to discuss the changes proposed for the Justice Laws. Before the meeting, Iohannis said that he does not wish to sign a pact with PSD, ALDE or any other political party, but that it is necessary for them to have a conversation on the sensitive topic of justice. Following the consultations, the general agreement following the meetings between President Klaus Iohannis and the political parties is that politicians need to reach a consensus and collaborate to come up with the best solutions regarding the Justice Laws as well as other topics of national importance.
